My name is Catherine Austin Fitts. I am a resident of Hickory Valley in Hardeman County, Tennessee. I served as Assistant Secretary of Housing – Federal Housing Administration (FHA) Commissioner in the first Bush Administration; as managing director and member of the board of Wall Street investment bank Dillon Read, where I led state and municipal bond offerings and served as a financial advisor to the Commonwealth of Pennsylvania; and as President of Hamilton Securities Group, which was a leader in government mortgage programs and served as the lead financial advisor to the FHA. I currently publish the Solari Report and manage Solari Investment Screens.
I am writing in support of HB415, sponsored by Representative Elaine Davis to direct the TACIR to study steps to protect Tennessee’s finances and economy. The Trump Administration is implementing significant changes in federal policy in response to broader changes underway in the global economy. These will impact the people and state of Tennessee in a variety of ways. I would like to call your attention to four key areas:
• Multipolar World: The U.S. federal government is adapting its budget and operations to respond to the shift to a multipolar world. The emergence and expansion of the BRICS alliance signals the fact that a growing number of countries in the emerging markets are pressing for trade and dollar independence. In this new global context, the Administration has imposed tariffs on Tennessee’s three largest trade partners (China, Mexico, and Canada), has described plans to significantly cut federal expenditures, and proposes to return more manufacturing to the United States.
• Food and Energy: Tariffs as well as changes in federal energy policies could have impacts on Tennessee’s food and energy bills, while also creating opportunities for Tennessee agriculture.
• Technology: The federal government is focused on integrating advanced technology into the delivery of government services, including services important to Tennessee.
• Financial Freedom: The push for digital IDs, an all-digital monetary system, and private social credit systems continues to be deeply concerning for the freedoms that we hold dear in Tennessee and the United States. As these systems develop, there are steps Tennessee can take to protect the state’s sovereignty, fiscal soundness, and credit rating.
TACIR’s assistance in studying these changes would improve our understanding of how they will affect Tennessee businesses and government. With TACIR’s involvement, Tennessee would also be in a stronger position to identify actions to help the state successfully navigate the changes.
