As more of our daily lives move into digital systems, we believe it is increasingly important to establish protections for those who choose, or need, to live and transact without relying exclusively on digital technology. During this briefing, we will introduce Solari’s new model legislation, "The Right to a Non-Digital Life," and discuss why states should begin putting protections in place now to preserve access to essential services, transactions, and participation in society without requiring a smartphone, digital ID, digital payment system, or other digital technology.
We are also continuing to advance protections against programmable money through our model legislation, the CLEAR Act. One of the challenges we face in the regard is helping people understand that the threat is not limited to central bank digital currencies (CBDCs). In this short video, Catherine Austin Fitts explains why stablecoins raise many of the same concerns as CBDCs and why focusing exclusively on stopping a CBDC is not enough.

Helping people understand that programmable money can be introduced through a variety of mechanisms - including privately issued digital currencies and other payment systems or government-issued CBDCs - makes it easier to explain why legislative guardrails are needed.
That is the purpose of the CLEAR Act: to establish protections before programmable money becomes deeply embedded in our financial system.
