Our next Financial Transaction Freedom briefing is Thursday, September 10.
Over the past year, we have spent a great deal of time studying the development of programmable money, talking with legislators and attorneys, and thinking through what states can realistically do to protect financial transaction freedom.
Programmability can potentially be introduced through stablecoins, tokenized bank deposits, digital payment systems, and other forms of digital money. That is why Solari has substantially rewritten and strengthened our original programmable money model legislation and given it a new name: the CLEAR Act.
The goal is to give states a practical framework for establishing guardrails before these systems become deeply embedded in our financial infrastructure.
At Thursday’s briefing, we’ll explain what has changed, why we made those changes, and how the CLEAR Act can help states protect the ability of individuals and businesses to transact without surrendering control over how, where, when, or why their money can be used.

While we work on legislative guardrails for new forms of digital money, we cannot lose sight of one of the most important tools we already have: cash. A Solari reader recently sent us this note:
“I really appreciate your push for cash use. I don't have a bank account so I use cash exclusively, and Visa Gift cards on occasion. I'm 44 and have been doing this most of my life. It's getting a bit harder, but I'm hopeful people will wake up and see what this digital system is doing to our privacy and liberty. I know Solari works really hard at that, so thank you!”
This is an important reminder that protecting cash isn't an abstract policy issue. Every time we use cash, we help keep the cash infrastructure alive.
State legislatures will begin returning to session before we know it. We are continuing to build our network for 2027 and we need your help identifying legislators who understand the importance of financial freedom and are willing to stand up for it. This quieter period before legislative sessions begin is also an excellent time to introduce yourself to your own state legislators, learn what issues matter to them, and begin building a relationship. We want legislators to know that there are informed citizens in their districts who are paying attention and ready to work with them.
