As legislative sessions come to a close in many states, we want to extend our sincere thanks to each of you who showed up, made calls, sent emails, and engaged with your legislators. Your efforts are making a measurable difference. Whether you testified, helped educate a neighbor, or simply stayed informed and shared updates, you are part of a growing network working to protect financial transaction freedom.
We are also encouraged to report meaningful progress this session. In Utah, the Governor signed SB 298, Solari's model legislation the "Consumer Payments Rights and Transparency Act" into law on March 19, 2026. This legislation represents an important step forward in establishing clear legal guardrails around emerging digital financial systems and reflects the growing awareness among policymakers of the risks associated with programmable money. You can read Solari's model legislation here: https://ft2freedom.solari.com/consumer-payment-rights-and-transparency-act/
This session provided valuable insight that has allowed us to further refine and strengthen our model legislation. With each state engagement, we are learning what works, where the pressure points are, and how to better equip lawmakers to push back against the expansion of programmable financial systems. While many legislatures are now adjourned, this is not a time to disengage. Most state legislative sessions will begin again in January, with bill drafting and pre-filing often starting in the fall. The groundwork laid in the months between sessions is often what determines success when lawmakers return.
Now is the time to schedule meetings with your state legislators in their home districts, build or deepen relationships, and continue the conversation. Share educational materials, walk them through the risks of programmable money systems, and introduce them to practical policy solutions. If you are part of a local organization or network, consider hosting small gatherings or briefings to expand awareness and bring new voices into the effort. Momentum is building and with your continued engagement, we can expand the number of states advancing strong protections and ensure that the right to transact freely remains intact.
As a next step, we invite you to join our upcoming Solari Briefing on Thursday, April 30 from 2:00 to 4:00 PM Eastern for “A Legislator’s Guide to Programmable Money Part Three.” This third briefing in our series will focus on why all digital systems require meaningful guardrails, why our model legislation was developed, and how cash functions as the ultimate safeguard for financial freedom. Attorneys David Liechty and Tobi Maier will lead the session and build on the foundation established in Parts One and Two.
