Solari has two pieces of legislation that will be heard in Tennessee's Senate Commerce and Labor Committee on Tuesday, March 10.
Catherine Austin Fitts will be present to testify in the committee on Solari’s model legislation addressing programmable money, SB 2071. This bill is designed to protect the right of Tennesseans to transact freely without being forced into using programmable digital payment systems. Catherine will also testify in support of SB 0739, which would require businesses, with certain reasonable exemptions, to accept cash.
As digital currencies and new payment technologies rapidly expand across the country, Tennessee has an opportunity to ensure that innovation serves rather than controls our citizens.
SB 2071 protects Tennesseans from the risks of “programmable money,” meaning digital money that could have restrictions built into it that determine how, when, or where it can be spent. Tennessee has already taken steps to address central bank digital currencies (CBDCs), and this legislation builds on that foundation by ensuring that privately issued digital currencies cannot be structured in ways that undermine individual freedom or financial privacy.
SB 0739 complements this effort by protecting the continued ability of Tennesseans to use cash for everyday transactions. Cash remains essential for financial privacy, disaster resilience, and ensuring that no citizen is excluded from participating in the economy. Now is the time to act before these systems become deeply embedded in our financial infrastructure.

1.Please vote YES on SB 2071 to ensure that money used in Tennessee cannot be programmed to control how, when, or where citizens spend it. Money should function as money, not as a tool for behavioral control.
2. Tennessee has already taken steps to address central bank digital currencies. This bill builds on that work by making sure privately issued digital currencies cannot be structured in ways that undermine individual freedom.
3. As digital currencies and stablecoins grow, Tennessee should act now to clarify the rules before these systems become too widespread to manage. It is easier to put protections in place now than to fix problems later.
