Solari’s model legislation on programmable money will be heard in the Tennessee House Banking and Consumer Affairs Subcommittee on Wednesday, March 4. Filed as HB2039 and sponsored by Representative Bud Hulsey, this bill is designed to protect the right of Tennesseans to transact freely without being forced into using programmable money.
As digital currencies and new payment technologies rapidly expand across the country, Tennessee has an opportunity to ensure that innovation serves rather than controls our citizens. This bill protects Tennesseans from the risks of “programmable money,” meaning digital money that could have restrictions built into it that determine how, when, or where it can be spent.
Tennessee has already taken steps to address central bank digital currencies (CBDCs). HB2039 builds on that foundation by ensuring that any digital money used in our state respects individual freedom and financial privacy.
